MISCELLANEOUS RULES It is forbidden to use a motor vehicle on public roads when: the vehicle is not covered by third-party liability insurance the driver does not hold the required driving licence for that type of vehicle it is not registered It is not true that it is forbidden to use a motor vehicle on public roads if the payment receipt is missing, if the vehicle has a trade plate, if the registration certificate is issued to a person other than the driver, or if the certificate of ownership is missing. It is not true that vehicles exceeding 10 m in length are prohibited from transit on all roads. Driving a vehicle by a person who has not obtained the corresponding driving licence is considered a criminal offence. To be road-legal, a motor vehicle must be equipped with: number plates the registration certificate an insurance certificate a warning triangle Vehicle number plates must be securely attached in the correct position. They must remain legible at all times and must not be dirty. They must not be forged or tampered with, nor may they be bent. Driving practice is permitted if the driver holds a learner's permit ('foglio rosa'). Specifically, a learner driver may practice driving on motorways, main extra-urban roads, or under nighttime visibility conditions; however, on motorways with carriageways of three or more lanes, it is forbidden to enter any lanes other than the two closest to the right edge of the carriageway. Motor vehicles used for driving practice must be equipped, both at the front and rear, with specific retro-reflective plates bearing the letter 'P' (for 'principiante' / beginner). In order to safeguard public order in the regulation of road activities, the placing of vehicles for stopping (parking) is generally governed by the provision of suitable designated spaces (both within and outside residential areas) and the obligation to use them, to prevent the disorderly and random abandonment of vehicles from obstructing traffic.
