Foreign Driving Licence Recognition in Italy (2026)

Can you drive in Italy with your foreign licence? Find out which licences are recognised, for how long, and what the conversion rules are for non-EU drivers.


If you are moving to Italy from abroad, one of the first questions you face is: can I drive with my current licence? The answer depends on where it was issued, and for how long.

EU/EEA Licences — Full Recognition

If your driving licence was issued by an EU or EEA country (Norway, Iceland, Liechtenstein), it is fully recognised in Italy indefinitely. You can drive in Italy with it for as long as it remains valid in the issuing country.

When it expires, you renew it through the Italian system (medical visit only, same as Italian residents).

Non-EU Licences — The 12-Month Rule

For licences from outside the EU, Italy allows you to drive for up to 12 months from the date you registered as a resident (iscrizione anagrafica). After that 12-month window:

  • You are no longer legally permitted to drive
  • You must obtain an Italian Patente B

The 12-month clock starts from residency registration, not from your arrival in Italy.

Countries with Bilateral Conversion Agreements

Some non-EU countries have signed agreements with Italy that allow direct licence conversion — no theory or practical exam required, just a medical visit and paperwork. As of 2026, these include:

Albania, Algeria, Japan, Morocco, Moldova, Philippines, Republic of Korea, Serbia, Sri Lanka, Switzerland (non-EEA), Taiwan, Tunisia, Turkey, Ukraine, and others.

The list changes — check the current MIT (Ministero delle Infrastrutture) list before assuming your country qualifies.

Countries Without Agreements — Full Exam Required

If your country is NOT on the bilateral agreement list (including USA, Canada, Australia, India, Pakistan, Bangladesh, Iran, Egypt, and most others), you must:

  1. Pass the Italian theory exam
  2. Complete the 6 mandatory autoscuola hours
  3. Pass the practical exam

What Documents Do You Need?

  • Valid foreign licence (original)
  • Certified Italian translation of the licence
  • Proof of residency registration (certificato di residenza)
  • Medical certificate
  • Passport or identity document

For conversion candidates (bilateral agreement): additionally the authenticated foreign licence (legalised at the Italian consulate in your country or via apostille).

Expired Foreign Licences

If your foreign licence has already expired, you cannot use it as the basis for conversion — you must start the full Italian process regardless of any bilateral agreement.
