Speed Limits in Italy

All Italian speed limits explained in English: urban roads, extra-urban roads, motorways, and special conditions. Essential knowledge for the Codice della Strada theory exam.

Speed limits (limiti di velocità) are one of the most tested topics on the Patente B theory exam. Italy uses a tiered system based on road type, vehicle type, weather conditions, and driver experience. Knowing the default limits and when they change is essential to pass.

Default Speed Limits by Road Type

Italian law sets these national default limits unless road signs specify otherwise:

Urban roads (strade urbane): 50 km/h. This applies to any road inside a built-up area (centro abitato), indicated by the rectangular white-on-blue town name sign when you enter. Some urban areas post 30 km/h zones (zone 30) which are becoming more common following a 2024 decree allowing municipalities to lower limits.

Extra-urban roads (strade extraurbane secondarie): 90 km/h. These are two-lane roads outside built-up areas that are not motorways or main roads. They account for a large number of accidents and are heavily policed.

Main extra-urban roads (strade extraurbane principali): 110 km/h. These are multi-lane divided roads outside urban areas but not qualifying as motorways.

Motorways (autostrade): 130 km/h on dry roads, 110 km/h in rain, 110 km/h for vehicles towing a trailer. Speed limit signs in Italy show the number in km/h inside a red-bordered circle — the same regulatory circle format as all prohibitions.

Reduced Limits for New Drivers and Special Conditions

The Codice della Strada imposes lower limits on new licence holders for the first three years:

- Motorways: 100 km/h (instead of 130)
- Main extra-urban roads: 90 km/h (instead of 110)
- All roads in rain or poor visibility: the standard limits are reduced by 20 km/h on extra-urban roads and motorways

These reductions apply automatically — you do not need to see a sign. The exam tests this frequently with questions such as "A driver passed their test 18 months ago. What is the maximum speed on the motorway in dry conditions?" The answer is 100 km/h.

Additionally, the 50 km/h urban default does not prevent councils from posting higher limits (up to 70 km/h) on specific urban roads where conditions permit.

Speed Limits and Points Penalties

Italy uses a licence points system (patente a punti). Speeding triggers point deductions:

- 1–10 km/h over the limit: fine only (no points)
- 11–40 km/h over the limit: 3 points deducted
- 41–60 km/h over the limit: 6 points deducted + licence suspension up to 3 months
- More than 60 km/h over the limit: 10 points deducted + licence suspension 6–12 months

Night-time offences (22:00–07:00) carry double the fine. Speed cameras (autovelox) are widely used on Italian roads; the exam may ask whether a speed sign is obligatory before each camera — it is, by law, but the exam answer may differ from road reality.

Key Exam Points

  • Urban default: 50 km/h. Extra-urban secondary: 90 km/h. Main extra-urban: 110 km/h. Motorway dry: 130 km/h.
  • Motorway speed in rain: 110 km/h for all drivers.
  • New drivers (first 3 years): 100 km/h on motorways, 90 km/h on main extra-urban roads.
  • Speeding over 40 km/h above the limit triggers licence suspension.
  • Temporary orange signs override permanent speed limit signs.

Frequently Asked Questions

What is the speed limit on Italian motorways in the rain?

On a wet motorway, the limit drops to 110 km/h for all drivers. New drivers (licence less than 3 years old) are limited to 100 km/h in dry conditions; in rain their limit is also 90 km/h. Always check the road signs, as some motorway sections have permanent lower limits.

Do Italian speed limits apply to foreign licence holders?

Yes, all speed limits apply to everyone driving in Italy regardless of nationality. The reduced limits for new drivers apply based on when the Italian (or converted) licence was issued. If you are driving on a foreign licence and have not yet converted it, you are generally subject to the standard adult limits, but you must still comply with all posted signs.

What is a "zona 30" in Italian cities?

A zona 30 is an urban area where the speed limit is 30 km/h. These zones are established by municipal ordinance and must be signed at every entry point. Cities like Bologna have introduced city-wide 30 km/h limits on most streets. The Patente B exam has begun including zona 30 questions following the 2024 changes.
